The Ministry of Economy, Trade and Industry (METI) has been holding the "Study Group on the Ideal Trading Environment for Licensing of Standard-Essential Patents," which has been held six times as of now.
In July 2021, an interim report indicating the future direction of the study was formulated and published, as shown below (in Japanese).
According to the materials of the study group in Dec 2021, it seems that the formulation of "Good-Faith Negotiation Guidelines of SEPs" is currently under discussioin in the group. The difference between "Good-Faith Negotiation Guideline of SEPs" and "License Negotiation Guide of SEPs" is that "Good-Faith Negotiation Guideline of SEPs is not legally binding because this is not legistraion, but they are "rules for negotiating in good faith that should be followed by SEP holders and practioners" and this attempts to establish norms for negotiating in good faith of SEPs.
